The Socialist Republic of Vietnam has received financing from the World Bank toward the cost of the US$ 77 million equivalent, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include International consultant for compiling textbooks of Math subject. The work objectives of international consultant is to counsult and assist the compilation of training materials for those who involved in textbook writing and appraising particularly the compilation of criteria set document of textbook standards (elaborated from Circular No. 33/2017/TT-BGDDT); advising and assisting the training of those who participate in the compilation and appraisal of textbooks under the MOET’s plans; participating in reviewing and commenting on the textbook templates registered with the MOET for being appraised.
The Project Management Unit of Renovation of General Education Project (PMU-RGEP) under Ministry of Education and Training (MoET) now invites eligible consultants (“Consultants”) to indicate their interests in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experiences to perform the Services.
The selection criteria are:
i) To be an international citizen, not violate regulations of the GOV and WB on interest conflict; Not be included in the prohibited list.
ii) Have university degree or higher in Math majors or other majors proper to Math textbooks, priority to be given to those with higher qualifications;
iii) Knowledgeable in general education: Have developed/researched the GEC or participated in compiling textbooks for some countries in the world. Knowledgeable in education system and classroom practices in countries;
iv) Have experience in international textbook writing/publishing, priority to be given to the more experienced candidates and those who have published at least 01 scientific article/study related to education or textbooks in international scientific journals;
v) Have proficiency in English language, meeting work requirements.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 and revised 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection (INDV) method set out in the Consultant Guidelines. The Terms of references for the consulting services attached with this request for your references.
